1997 nissan altima not going above 10 mph....???

My mechanic just switch the knock sensor, mass air flow master and alternator on my car and it's still doing the same thing. My car feels forced and won't go above 10 mph just like when I first took it in. Now my mechanic is telling me I might need to get a new catalytic converter. And now it's becoming a pretty expensive repair.
